The term generally refers to unelected bureaucrats, intelligence officials, and other entrenched government actors who are believed by some to work behind the scenes to influence or undermine elected officials and their policies. For Trump and many of his followers, this concept has never been theoretical. They see it as an ongoing, coordinated effort that began during his 2016 campaign and continues today as he remains a dominant figure in Republican politics and a potential 2024—or now 2025—presidential contender.

The question of whether deep state actors are still plotting against Trump is far from settled. While critics of the theory dismiss it as conspiracy-laden rhetoric, many Americans remain convinced that parts of the federal government and intelligence community have taken active steps to derail Trump’s agenda, both during and after his presidency. The persistence of this belief has been fueled by numerous high-profile events, from the FBI’s investigation into alleged Russian interference in the 2016 election to the classified documents investigation and ongoing legal battles Trump faces in multiple jurisdictions.

Supporters point to what they see as disproportionate scrutiny and unprecedented legal challenges as signs that deep state actors are working overtime to keep Trump from regaining political power. They view the multiple indictments against him not just as matters of law, but as coordinated political efforts. The recent criminal cases involving Trump—whether tied to the January 6 Capitol riot, allegations of election interference, or improper handling of classified materials—are seen by many in his base not as justice in action but as an orchestrated effort to eliminate a political threat.

Some former intelligence officials and government insiders have also lent credence, intentionally or not, to the idea of deep state resistance. When former FBI officials exchanged texts critical of Trump during the early years of his administration, those messages were seized upon as proof of bias and subversion. Similarly, the 2020 whistleblower complaint that led to Trump’s first impeachment was interpreted by many in Trump’s camp as yet another example of bureaucratic forces working against a duly elected president.

It’s also worth noting that Trump himself has openly embraced the narrative. He has repeatedly claimed that he is not just fighting political opponents, but entrenched forces within the government who are determined to stop him. His language—referring to “witch hunts,” “hoaxes,” and “traitors”—has further galvanized supporters who believe that these are not empty accusations, but warnings grounded in real and ongoing threats.

Still, others argue that the idea of a deep state conspiracy against Trump is overstated or entirely unfounded. They see the investigations and prosecutions as appropriate responses to genuine concerns about his conduct and behavior, not political persecution. To these critics, the deep state narrative serves as a convenient shield, allowing Trump to deflect accountability and rally support under the banner of victimhood.

The media landscape also plays a significant role in how this belief persists. Conservative platforms frequently discuss deep state influence, reinforcing the idea that Trump is up against a hidden enemy. On the other hand, mainstream outlets tend to treat the concept as fringe or conspiratorial, which only deepens the divide in public perception.

Whether or not a coordinated deep state effort truly exists, the belief in it has become a defining feature of modern American politics. It reflects broader concerns about trust in institutions, transparency in government, and the integrity of the democratic process. For millions of Americans, the question isn’t whether the deep state is real, but how far it is willing to go to stop Trump from returning to power.

As the 2024 political season intensifies and Trump remains a central figure, it’s likely that allegations of deep state interference will only grow louder. Whether viewed as truth or political theater, the narrative is here to stay—and it continues to shape the way Americans understand power, resistance, and the future of the republic.
