Newsom fired back, labeling the funding termination “illegal” and a “heartless attack on the Central Valley” that jeopardizes 15,500 jobs. He’s vowed to sue, with the California High-Speed Rail Authority (CHSRA) filing a lawsuit on July 17, 2025, in the U.S. District Court in Los Angeles, calling the move “arbitrary and capricious.” The CHSRA insists it’s met all federal obligations, with 119 miles of construction underway between Bakersfield and Merced, 50 major structures built, and environmental reviews for the 463-mile San Francisco-to-Los Angeles route completed.
